The Receipts Processing Department of the Banking Services Division is responsible for providing lockbox and deposit services which includes the collection, processing, and depositing of checks for state spending units for fees owed to the state. The checks received are deposited directly with the Federal Reserve Bank by utilizing the State Treasurer’s Office ABA number (also known as a routing number), providing the most cost efficient and timely method possible to optimize interest earnings.
The State Treasurer’s Office (STO) also provides lockbox services to local governments to assist in creating efficiencies for political subdivisions in depositing daily receipts. These deposited funds can also be invested with other participant funds through the STO Participant Accounting process. Receipts Processing
The State Treasurer’s lockbox operation offers remittance processing services for state spending units and local governments. Our services include:
- Picking up mail from a post office box
- Opening and sorting mail
- Imaging checks through state-of-the-art check imaging system
- Depositing checks (the checks are encoded, endorsed and deposited)
- Capturing and preparing payment coupon data
- Forwarding digital and paper data to the spending unit or local government
Service Cost
- Spending units will have costs related to the lockbox for the following items: Post office box rental (varies by size)
- Coupon printing and mailing (if currently sending out invoices, this may not change)
- Programming (if applicable)
- Local governments may pay a small per item fee

Check Processing
The Check Processing Department is responsible for the check processing function under the Banking Services Division. The State Auditor’s Office delivers warrants to Check Processing containing only the State Auditor’s signature affixed to them. Check Processing is responsible for attaching the State Treasurer’s signature. The payments received by Check Processing are weekly vendor checks, twice-a-week online checks, and weekly checks related to medical cannabis application refunds.
Check Processing also provides deposit services for state spending units as a drop-off location for checks and cash related to daily receipts. This service allows for another method to deposit funds due the state without a trip to the bank and assisting spending units with meeting cash handling requirements.
