The State Treasurer's Office works with the West Virginia Purchasing Division to solicit vendor contracts for various needs through a competitive bidding process. The State Treasurer’s Office also has specific code authority allowing us to procure certain banking, accounting, financial, and legal services, as well as investment managers, advisors, and consultants. Those Treasury-specific bidding opportunities are listed on this page through either a Request for Quotation (RFQ) or a Request for Proposal (RFP).
For the RFQ process, competitive bids are received, evaluated, and awarded to the lowest responsible bidder who meets all mandatory specifications. The RFP process is a best value procurement method for services where the specifications or scope of work may not be well-defined allowing for multiple delivery methods to best achieve an end result, and cost is not the sole factor in determining the award.
