Director of Operations, Unclaimed Property – WV State Treasurer’s Office

Salary: $60,000-$80,000; salary commensurate with education and experience. Full-time employees of the West Virginia State Treasurer’s Office (WVSTO) are eligible for Public Employee Insurance Agency benefits and a number of other benefits available to state employees.

Division: WVSTO Unclaimed Property

Reports To: Executive Director, Unclaimed Property

Nature of Work:

Under administrative direction, this position monitors, audits, and evaluates the overall operations of the Unclaimed Property Division. This position ensures that current policies and procedures are being followed and reviews reporting information for accuracy. Position must develop an understanding of the Unclaimed Property System (KAPS) and provides input on system operations along with management.

Job Duties:

  • Reports to Executive Director any significant risk exposures, control issues, or governance issues found while monitoring Unclaimed Property processes.
  • Maintains and updates policies and procedures of the Unclaimed Property Division.
  • Samples claims, receipts, safekeeping, and compliance processes while comparing to current procedures.
  • Assists staff to diagnose and solve work related issues within the Unclaimed Property System and/or wvOASIS.
  • Reviews all levels of work performed within the division including policies and procedures on an ongoing basis and advise on changes and their implementation as needs emerge.
  • Prepares and distributes written and verbal information including compliance reviews, efficiencies and workflow process.
  • Prepares and distributes monthly Cash Reconcilement of Unclaimed Property activity.
  • Provides financial data to the Treasurer, senior staff, Communications Division, and outside parties, on request.
  • Creates Unclaimed Property reports (Jasper) needed for monitoring, data analysis, financial reports, etc.Must understand the KAPS system to ensure reports are accurate.
  • Reconciles interfaced claims payment files from wvOASIS to KAPS claims batches, as well as other necessary reconciliations.
  • Keeps current on all changes to the WV Code relating to Unclaimed Property.
  • Assists Executive Director in compiling and reviewing Fiscal Year End numbers provided to FARS.
  • Facilitates 1099 process for Unclaimed Property Division.

Minimum Qualifications:

Bachelor's degree (B. S.) from four-year college or university in accounting or business administration required; must have a minimum of 24 hours in accounting, including Intermediate Accounting and Auditing; one to three related audit experience; or equivalent combination of education and experience. CPA preferred.

Receptionist, Unclaimed Property – WV State Treasurer’s Office

Division: WVSTO Unclaimed Property

Reports To: Claims Manager, Unclaimed Property

Nature of Work:

Under direct supervision, this position is responsible for greeting all Unclaimed Property visitors as well as greet all other visitors that enter the State Treasurer’s Office building. Determines nature of business and directs callers and visitors to destination. Also, may assist public or work on simple claims. This position requires the ability to establish and maintain effective working relationships with the general public, holders of abandoned property, and employees to provide effective claims processing.

Job Duties:

  • Answers incoming calls and gives information to caller or routes call or message to appropriate individual.
  • Greets visitors, ascertains nature of business, and directs visitors to appropriate individual.
  • Inputs the mail and scans mail into OnBase to interface with KAPS.
  • Provides customer service in the form of responding to telephone calls, walk-in assistance, and in follow up letters to public on claims, as applicable.
  • Acts in the capacity of an entry level claim specialist when not performing the main duty of a receptionist. Process and review simple/basic claims in accordance with the Unclaimed Property Guidelines and in compliance with the West Virginia Unclaimed Property Act. As well as any other applicable policies and procedures.
  • May process simple or basic claims, such as low dollar owner (claim type) claims in the KAPS unclaimed property system when received from the state website.
  • Responsible for oversight of the copiers, scanners, and other equipment, to request maintenance, etc. when needed.
  • Assists other staff as needed.
  • Notifies supervisor when potential problems arise.
  • Assists with related special projects, as required.

Minimum Qualifications:

Associate degree (A.A.) or equivalent from two-year college or technical school; or six months to one-year related experience and/or training; or equivalent combination of education and experience.

Job Title: Programmer Analyst

Division: WVSTO Information Technology

Reports To: Director of Information Technology

Nature of Work:

Under direct supervision, this position designs, develops, and codes applications based on industry wide standards for secure coding and project specifications provided by the Director of Information Technology and approved by the Deputy Treasurer of Information Technology.

Job Duties:

  • Delivers securely coded and extensively documented applications in a timely manner and provide fixes to existing applications.
  • Develops and writes desired applications, services, tasks, error handling, email services, and all other features.
  • Ensures all requirements are met for each application so that users are completely satisfied, and functionality is without error; documents all applications and processes.
  • Maintains and supports current applications and systems; adds enhancements and modifies functionality as requested or as dictated by rules and regulations.
  • Gathers requirements from users for design and development of applications, including file transfers, file manipulations, arithmetic functions, integration with other applications, and retention policies.
  • Fixes any bugs or issues of existing applications reported by the users; monitors and troubleshoots systems for issues that arise.
  • Support any COTS products that the Treasurer’s Office purchases.
  • May also represent the Division/Agency in local conferences and meetings, some single day travel is required as well as some overnight stay.
  • Performs all other duties not specifically described herein as assigned by management.

Minimum Qualifications:

Bachelor’s degree (B.S.) in computer science or equivalent. Training, with related certification, relevant to the position and duties being applied for, four to six years of recent experience in a similar position, with similar duties; or equivalent combination of education and experience. (ISC)2 – CSSLP – Certified Secure Software Lifecycle Professional preferred.

Required Knowledge, Skills, and Abilities:

  • Knowledge of complex programming systems, software and hardware configuration and their applications in a systems environment.
  • Knowledge of data processing concepts and equipment usage.
  • Skill in programming complex systems and in the use of hardware and software configuration.
  • Ability to evaluate and analyze user requests and develop effective work plans for systems development and maintenance to meet user requirements.
  • Ability to present ideas in a clear, concise format using narrative statements and logic diagrams.
